That creates an obvious built-environment question: which rooms, routes, and envelopes keep the map alive?
The physical layer is the continuity layer
Power, water, communications, emergency coordination, fuel, food, medical support, and public order all depend on buildings. If those buildings cannot protect people, equipment, and decisions, the resilience plan is fragile. The common thread is consequence. A facility that hosts critical machines, public services, energy systems, or security functions should be treated as an operating system made from people, material, software, and evidence.
